Component #290
openMessages

Description
The general audience may wish to contact the staff personally. If you are the general audience you should have a ‘Message DTour’ option which will open a text entry field, with
a max side defined.
If you are staff, and you log-in you should see any message that staff has not marked as ‘actioned’, or to which they have actively replied. The staff should be able to see a list of messages showing the timestamp, the user who sent the message, and the first (?100) characters of the message.
When designing we should think ahead in case we want a full messaging system, allowing
the staff to reply. If we added this, the general audience would also need an inbox. If we decided to go this far we could also allow messaging any user in the system, however, we would want to consider various constraints.
If we decided to open up these features we would want to implement a storage management system to ensure the messages table always stayed a reasonable size.
